His gags are more than adequate for most situations.
Just because he's expected to be maxed, doesn't mean he needs to be.

His gags are plenty adequate if he's playing in TTC. Cmon guys, this is terrible. I had a friend once at 107 laff who had only maxed throw.

I mean, he needs to be. If you're 110 Laff with only 2 maxed Gags, and half of your other Gags aren't up to Level 6, you've neglected a lot of training if you ask me. There is no reason to be 110 and more Laff Points, and not have all Gags maxed (at least 1 Level 6 would be understandable).
And if his Gags are "more than adequate" as you say, then answer me a question. Can 8 copies of that Toon take on the first CEO cog round WITHOUT relying on his two Level 7 Gags? Nope, he can't. If he had all Gags maxed, then 8 Lureless Toons can do the CEO cog round without relying on their Level 7 Gags. I personally don't find them adequate.
Agreed tbh - If youre 100 laff you should have maxed gags otherwise you can't contribute to the team and you're practically making everyone else use their level 6s/7s

The first part I partly agree with, but it seems as though you have been selective in what you had read from my post. I said in 'most situations' meaning that it will no doubt disadvantage the team at times. I don't see a lot of logic in your analogy. You are taking the CEO, the very last boss, as an example even though I never said it would be fine for everything. I don't deny it's a lot less than people expect or would need but I believe it's definitely adequate for most things, as his sound and throw - the two most used (attack?) gags - are maxed and whilst his TU isn't amazing, it's not terrible. Whilst not leading the way, it can definitely supplement other Toons in battle.
Some people choose to just smash out their laff and prioritise that as opposed to training gags. Bear in mind, it's possible to get up to 117 laff without having maxed or even defeated the VP/CFO/CJ/CEO once; he could've just finished DDL - unlikely, but it's a possibility so in those circumstances even though he'd be expected to have better gags, it wouldn't be by much. I know this doesn't seem to be the case but I'm just saying that it's not exactly the worst gags for his laff and I doubt there'd be a lot situations in general that he'd find himself unable to help the team in some sort of way. I don't find it to be a massive hindrance or as big of a deal as some people make it out to be, but that's just my opinion.

By then, your Gags should be maxed by now. If not, then I question:
Why are there are so many do-gooders and noobs that will take the time to carry him through certain places?
Did this guy only managed to get far into the game because of only having maxed Sound?
Having maxed Throw and Sound and Level 5 Toon-up are the only good things, and that's HALF of the Gag Tracks he has access to. While I do agree they are arguably the most used gag tracks, that's still not an excuse to neglect other track if you ask me. Pretty much nowadays, for Bullion groups, Front Threes, and what not, everyone would just look for maxed Sound and 1-2 other Gags up to Level 5, and not care about the other Gag Tracks.
Yes, it's true. You can be 117 Laff Points without getting a single Cog Boss Laff Point and be on a final DDL task. If this person were to actually get 17 Laff Points from all recreational activities (fishing, golfing, etc.), they would really be 93 Laff Points. Even then, 2 maxed Gags at 93 Laff (regardless of whatever tracks maxed) and having the rest at Level 5 (or worse) is below average. You should have at least 4 maxed Gags by then imo.
While I do respect your opinion, I personally disagree with it. I don't see any reason why you should be above 110+ Laff with those Gags (or even worse).
They're honestly terrible for his laff there's no excuse for how low they are. I maxed all my gags pretty easily on my deer just relying on tasks alone. This dude is just lazy and definitely got carried through LOM and other tasks meant for training and learning strategy.
My deer in comparison at 105 laff, though they were maxed much earlier.

Your gags are much better compared to the other two above. At least your main attack gags are maxed, though your drop could definitely use some work and is quite useful to have maxed to help take out 12s. Your lure is pretty close to max and could just do that on your own in low level invasion buildings such as yesman on the 5th floor easily or bring a buddy to provide tu and bike horns to unlure the cog. TU is also pretty easy to train on the 5th floor of an invasion building but is not bad overall.

I don't really mind others not having all maxed gags for things like the VP as long as they meet at least having the main attack gags such as sound, throw, and squirt maxed, or if they're soundless supplement it with either drop or trap as well. For CFO at least have 5 gags maxed at that point, with tu perhaps near max if they have tu. Anything after that, especially the CEO with all the 2.0 cogs, have everything maxed.
