  Greetings Flippy! I think I might know what might be going on. Surely, maybe The toon that was probably at your computer, might be warning you about something with the cogs or maybe something else... The secret message could be a radio signal from the Toon HQ, maybe a distress call from The toon??? Just giving you some ideas.

Hey there toons! My name is Flippy, the Mayor of Toontown and the face you see on many of the billboards over Toontown. I'm actually on the other side of them. They were supposed to rotate but the toon responsible for doing it had mysteriously disappear.
You may also recognize me from the Toontorial or the Forums here and there checking my conversations and getting to know you all. I sometimes receive strange messages while I'm online from a mysterious source. I've tried to narrow it down with the help of the Council but we're out of luck so far. Well, that sums up why I'm here. I really hope to get to know everyone here!
