You make a really good point. We can eliminate the possibility of it being a cog or cogs from two pieces of evidence.
Firstly, the person actually sneaked into Flippy's temporary office and left some prints of a toon's feet. He can't be an impawster! Sorry, had to.
Secondly, yes, you're right. The cogs did attack Toontown once before so I can assume the toons put up some kind of countermeasure to prevent them from entering the playground once again. That's just an assumption though but I doubt the Toon Council will leave the playgrounds unprotected.

Hmm, so Disney Interactive started working on TTO 20 years ago. I don't think that's a coincidence. But I highly doubt the storyline will mention human beings and their history to a large point. So, we can focus in game. Given Flippy's story, that is, backstory, I can assume that it actually is from 20 years ago that he did all of these things. He did mention that he started to explore the grey area to open up new playgrounds and such. Maybe that opening up new playgrounds (in our terms) is kinda like developing the game. They have to conceptualize it "out of the grey area" into the canvas of Toontown.
I'm kinda shaky with the elections. From the first blog post that the Forums pushed out, there was a blue girl dog impawster (sorry). Usually, with the thread of news posts in the past (for big things) they'd either use the Toon Council or Flippy to post with their subsequent pictures. It was different for the first. So I'm not sure if this storyline will continue with TTR's storyline integration. It's a possibility, of course. But I'm not sure. But maybe I'm just thinking too much about something so little.

So maybe we should establish what time it's talking about. 20 years for us but not 20 years. You have a point. Maybe the calendars are different. But maybe they actually use the real world calendar which means they could tie in real world events, from Disney to in game. So maybe we should look at it from both perspectives for now.

Butl let's try to breakdown the 20 years situation brick by brick.. in orde I remember when I started this Blizzard Wizard business making sno-cone machines... no wait, I mean repairing icicles... no, that isn't what I do either. What do I do again? Sell snow globe polish? I can't remember! I think it's because I'm so hungry. Would you mind bringing me back a lumpy cheese? It'll only take a minute...r to find suspects for the doccument (so we can investigate what happened 20 years ago from their perspective)we may also want to walk into the past of other bigger toons in the storyline, and for them to classify as a suspect they would need to be in both TTR and TTO (being around for 20 years) and they would need paws (No monkeys, horses, pigs, or ducks).
Toons following this criteria are
-Lord Lowden Clear
- Lil ol man
- Professor Pete
- Rocky
These are the four suspects that I could find that met the criteria and could possibly hold information, allow me to explain. Lowden as it says in his tto article and I quote

That first few words has him as a suspect of him possibly knowing something 20 years ago and knowing it was coming.
Lil oldman is a minor suspect but it is plausible, he sends toons out to get large cog items so it could be possible that he has done research! But to be fair he is a forgetful oldman...

But professor pete I consider high on this list, first off he doesn't particularly have a story so not much is known about him. But what is known is that he does top secret research on the cogs offering a few opportunities to go get cog gears and donate gags, for laff sure the phrase "No peeking!" Maybe his studies aren't meant to go public for local's well being. Maybe this time he found something very big 20 years in the making.

Turns out, on October 1, 1996, The Toontown Fair opened in Disneyland, about 20 years ago. Sorry, it opened in October 1st, 1996 in Magic Kingdom. Disneyland Tokyo's version opened on April 15, 1996

TTO started development 20 years ago. "Twenty years for us, but not twenty years". Toontown Online ended, so for a while, people couldn't play. But time was still passing in Toontown. "IT STARTED THERE. IT IS COMING AGAIN. CAN WE STOP IT? IT JUST TOOK ONE MISTAKE. ARE WE TO LATE" I think by "IT IS COMING AGAIN." they mean that Toontown Rewritten may be shutting down, but I can't be sure. It would follow along with "Can we stop it?" and "It just took one mistake" along with "Are we to late". Plus, it seems that afterward, the toon didn't have time to get out, and his account was either mysteriously deleted from existance (signaling the end of ToonTown) or the moderators not wanting Flippy to know? It's confusing.
